Are you passionate about using data, technology, and business insight to improve transport outcomes? We're seeking an experienced Senior Business Analyst to join our Transport Systems team and help drive the development, improvement, and optimisation of transport services, systems, and business processes. This role will play a key part in delivering transport data and reporting, fares and tariffs management, GTFS, transport technology, customer information systems, and policy initiatives that support Bay of Plenty Regional Council's Public Transport Activity. As a senior member of the team, you will contribute to strategic improvements, operational effectiveness, and the successful delivery of transport outcomes for our communities. The Senior Business Analyst will be a key member of the team and critical to the successful delivery of its outcomes.

The Senior Business Analyst, Transport plays a key role in improving transport services, systems, and business performance by providing strategic analysis, leading business improvement initiatives, and translating complex data into practical solutions that support informed decision-making
As a senior business analysis, you will provide advice and support to team members. The role is also responsible for:
Leading business analysis activities across transport projects, programmes, and strategic initiatives.
Contributing to strategic planning, continuous improvement, and organisational transformation initiatives across the transport activity.
Leading the delivery, monitoring, and performance reporting of the Council’s NZ Transport Agency Waka Kotahi approved land transport programme, providing strategic financial and non-financial analysis, insights, and assurance to support informed decision-making, demonstrate programme outcomes, and meet funding, governance, and regulatory requirements.
Providing financial and non-financial analysis, performance reporting, and strategic insights to support transport activity planning, investment decisions, and the successful delivery of the Long-Term Plan, Annual Plan, and National Land Transport Programme.
Analysing data and trends to support policy development, operational effectiveness, and evidence-based decision-making. Develop business cases, scenario modelling, options analysis, and recommendations to support strategic and operational outcomes.
Identifying, design, and implement business process improvements and technology-enabled solutions that deliver measurable value and align with organisational strategy.

You will be a strategic, innovative, and collaborative professional who can anticipate change, identify opportunities for improvement, and translate complex challenges into practical solutions. You will bring strong business analysis, data modelling, and business systems expertise, coupled with experience in project delivery, performance reporting, and information management. Your ability to work effectively with a diverse range of stakeholders, leverage data-driven insights, and drive continuous improvement will be critical to improving transport services, systems, and outcomes for the community.
You will also have
A relevant tertiary qualification and proven experience in business analysis, transport, information systems, or a related field.
Strong analytical and problem-solving skills, with the ability to turn data and insights into effective business solutions.
Experience in data analysis, performance reporting, business case development, and process improvement.
Advanced proficiency in Power BI, Excel, and other reporting and information management tools.
Sound financial and commercial acumen.
Excellent communication, stakeholder engagement, and relationship management skills.
The ability to work collaboratively, influence outcomes, and build relationships across all levels of an organisation.
A proactive, adaptable approach and the ability to thrive in a dynamic and evolving environment.
