We’re looking for a Civil Engineer (Initiation) to provide technical support to the Infrastructure Delivery Team working within our Property & Infrastructure directorate.

What you’ll be doing / He aha te mahi

The Civil Engineer (Initiation) will provide technical support to the Infrastructure Delivery Team by leading early-stage project scoping, options analysis, and business case development, progressing infrastructure projects from inception through to concept design. This role plays a key part in translating the long-term intentions outlined in the Long Term Plan and network servicing strategies into well-defined, robustly scoped projects that are ready for detailed design and delivery.

The role will involve:

Champion safe work practices, applying sound knowledge of construction-industry H&S standards and speaking up to address risks.

Undertake feasibility assessments, site investigations, and options analysis to support robust, evidence-based project initiation.

Provide technical quality assurance and engineering input at the concept design stage, collaborating closely with project teams.

Prepare preliminary engineering calculations, concept drawings, reports, and clear presentations for internal stakeholders.

Identify project constraints early and apply strong engineering judgment to shape effective, sustainable design outcomes.

Support early-stage project planning, including strategic prioritisation, business cases, funding applications, and procurement documentation.

* Contribute to continuous improvement by staying current with industry standards, emerging technologies, and best-practice infrastructure delivery.

What you’ll bring to the role / Ko wai to Pukeka

Our ideal candidate holds a Bachelor of Engineering and brings at least five years’ experience in infrastructure planning, design, or delivery, with strong technical skills across 3 Waters. They work well in multidisciplinary teams, communicate confidently with stakeholders, and combine analytical strength with a practical, solutions-focused mindset.

To best succeed in this role, you’ll have:

Bachelor of Engineering.

5 years minimum relevant experience within infrastructure planning, design and/or project delivery.

Technical experience in infrastructure engineering, focusing on 3 waters (some transport engineering experience would be beneficial).

Strong technical, analytical and reporting skills.

Working in a diverse multi-disciplinary team environment.

An understanding of PRINCE2 project management methodology would be beneficial.
