Appointment will be made on Grade IV salary scale at a point in line with Government pay policy.

€36,109 to **€55,463 LSI**

**Hours of work:**

Full-Time 35 hours per week

**Position Summary:**

Applications are now invited for a permanent post of Grade IV Patient Accounts Officer.

Responsibilities

  • Preparation of timely and accurate documentation for calculation of Patient Billing. e.g., charges, bed movements.
  • Liaising with relevant Departments to ensure all data is submitted in accordance with deadlines, sign off etc.
  • Consultants follow up on discharge to facilitate completion of medical insurance forms. Copy of discharge letter or Chart/ HIPE notes and any other documentation as required should be forwarded to the appropriate location.
  • Assist with collation of all Insurance company claims. Prioritise and submit all claims in a timely fashion.
  • Ensuring all correct charges are levied and invoices are mailed to relevant parties in accordance with Patient Accounts Guidelines.
  • Responsible for reconciliation and follow up of all outstanding accounts on a regular basis e.g. reminders, statements, debt collection agency.
  • Reconciliation of claims tracking on a weekly basis with Patient Billing System (Integra).
  • Up-dating Patient Billing and tracking systems (Claimsure) as required.
  • Ensure that all payments are posted to the correct invoice and any discrepancies brought to the attention of the supervisor.
  • Ensure that all cancellations/write offs are correctly adjusted on all systems, signed off and details given to Patients Accounts Manager.
  • Dealing with general public regarding account queries.
  • Pulling patient charts for queries
  • Assist in the cross training of staff in relation to systems and procedures to ensure that best practice operates throughout the department.
  • Ensure that all Patients Accounts procedures are followed and deadlines adhered to. Maintain targets in accordance with Department key performance indicators.
  • Assist in provision of information to Finance Managers as required.
  • Rotation of responsibilities in consultation with Patients Accounts Manager.
  • Participate in training, courses and department development as required.
  • Maintenance of an appropriate filing system for the Patients Accounts Department ensuring that confidential information is secure.
  • Cover for other staff within the department as required.
  • Any ad-hoc duties that may arise on a daily basis.

Qualifications

**Mandatory**

In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve the

qualifications, as set out hereunder, for the appointment and continuing as Assistant Staff Officer,

Grade IV in the HSE.

**1. Professional Qualifications, Experience, etc**

(a) Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory

health agencies, or a body which provides services on behalf of the HSE under Section

38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of

subjects in the Department of Education Leaving Certificate Examination, including

Mathematics and English or Irish1. Candidates should have obtained at least Grade C

on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent

examination in another jurisdiction.

Or

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the

National Qualifications Framework maintained by Qualifications and Quality Ireland,

(QQI).Note1

Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level

paper is not acceptable.

Candidates must have achieved these grades on the Leaving Certificate Established programme

or the Leaving Certificate Vocational programme.

The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of

suitability, for the proper discharge of the office.

**2. Age**

Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within

the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A

candidate who is not classified as a new entrant must be under 65 years of age on the first day of

the month in which the latest date for receiving completed application forms for the office occurs.

**3. Health**

Candidates for and any person holding the office must be fully competent and capable of

undertaking the duties attached to the office and be in a state of health such as would indicate a

reasonable prospect of ability to render regular and efficient service.

**4. Character**

Candidates for and any person holding the office must be of good character.

Desirable

  • Understanding of patient accounts function
  • Good communication and interpersonal skills including the ability to present information in a clear and concise manner.
  • Commitment to providing a quality service and customer service skills.
  • Flexibility, problem solving and initiative skills including the ability to adapt to change.
  • The candidate must have sufficient administrative capacity to discharge the functions of the grade
  • Organisational skills and attention to detail
  • The ability to work both independently and as part of a team.
