Senior Operations Transformation Lead (Senior Vice President)

Role Overview

As a Senior Vice President (C14) Cross Operations PM/BA Lead, you will drive strategic transformation and migration programmes across Citi. You will initially lead the Basic Cosmos Retirement (BCR) programme—a critical Consent Order initiative migrating ~75% of deposits off a 20+ year legacy application across four countries in parallel, compressed delivery timeframes.

Operating in a fast-paced environment with shifting priorities, you will lead end-to-end delivery across the full lifecycle (Design, Testing, Operational Readiness, Migration, and Post-Go-Live). You will serve as the central Cross Operations bridge across Operations, Technology, Finance, Product, Risk, and Programme teams, ensuring robust governance and proactive risk management.

What you'll do

• End-to-End Programme Leadership: Lead integrated planning, critical path, dependencies, milestone tracking, and decision routines across multi-country rollouts in alignment with Citi CPMC standards and Consent Order commitments.
• Business Analysis & Operating Model Design: Lead stakeholder workshops to define, validate, and trace target-state business requirements, assess operating model impacts, and design robust internal controls.
• Testing & Defect Remediation: Oversee testing readiness, test strategies, defect management, and execution metrics to proactively flag and remediate delivery risks.
• Operational Readiness & Migration Execution: Drive readiness scorecards, cutover rehearsals, Standard Operating Procedures (SOPs), user training, entitlements, and go-live contingency plans.
• Hypercare & Continuous Improvement: Manage post-go-live hypercare, lessons learned, and steady-state transition, leveraging automation and AI tools for delivery insights.

What we need from you

• Experience: Significant, demonstrable leadership experience in Project Management, Business Analysis, or large-scale Strategic Transformation within Global Banking / Financial Services.
• Execution in Ambiguity & Risk-First Mindset: Proven resilience and adaptability in fast-paced environments with shifting priorities; proactively identifies, escalates, and mitigates delivery and regulatory risks.
• Cross-Functional & Senior Stakeholder Influence: Demonstrated ability to drive consensus, lead workshops, and influence senior stakeholders across Operations, Finance, Technology, and Risk without direct authority.
• Lifecycle Delivery Acumen: Deep hands-on experience managing complex delivery schedules, test governance, operational readiness scorecards, and migration cutovers.
• Governance & Regulatory Familiarity: Strong understanding of banking governance frameworks, operational controls, and large-scale regulatory/Consent Order remediation programmes.

Certifications & Qualifications (Preferred)

- Recognized Project/Programme Management qualification (e.g., PMP, PRINCE2, Agile/Scrum).

- Professional Accounting qualification (e.g., ACA, ACCA, CPA, CIMA, or equivalent).

Preferred Qualifications

- ACA, ACCA, CPA, CIMA or equivalent accounting qualification.

- PMP, Prince2 or Agile qualification.
