Roading Manager
Job Description
Lead the people, investment and engineering decisions that keep South Taranaki moving. This is an opportunity to shape a vital transport network, strengthen its long-term resilience and deliver visible outcomes for communities across the district.
Our District - South Taranaki offers an exceptional lifestyle, with easy access to the coast, Mount Taranaki and a wide range of outdoor recreation. Affordable housing, welcoming towns and rural communities, and convenient access to larger centres make it an attractive place to build a career and a life.
Our Organisation - We're a forward-thinking, values-driven organisation that's passionate about delivering high-quality services to our community. At STDC, we don't just talk about culture, we live it. Our people are known for their "Can Do" attitude, strong teamwork, and genuine pride in making a difference.
We've built a reputation as one of the best places to work - You'll join a supportive organisation that invests in its people and works collaboratively to achieve meaningful community outcomes. Benefits include access to a sick leave bank and a retention incentive after four years, alongside opportunities to grow, innovate and contribute at a senior level.
The Role - Shape the future of South Taranaki by providing strategic, operational and financial leadership for the district's roads, footpaths and streetlighting. You will ensure the network is safe, reliable and sustainable, meets agreed levels of service, and continues to connect communities while delivering value for ratepayers.
As Roading Manager, you will set direction for Council's roading activity and turn strategy into well-prioritised, affordable delivery. Your engineering expertise and financial judgement will influence investment decisions, strengthen asset performance and help the network respond to changing community, regulatory and resilience needs. You will have the scope to make a lasting difference through sound stewardship, capable people and continuous improvement.
What you'll be doing? - You will lead the delivery of roading maintenance, renewals and capital works programmes across the district, ensuring roads, footpaths and streetlighting are managed safely, efficiently and to agreed service standards. Leading a team of ten, you will manage budgets and funding requirements, oversee contracts and contractor performance, and ensure compliance with legislative and regulatory obligations. You will apply strong road engineering judgement and work closely with internal teams, Waka Kotahi NZ Transport Agency, contractors, consultants, iwi and community stakeholders to guide asset management planning and provide clear strategic advice. Just as importantly, you will develop a capable team and foster accountability, collaboration and continuous improvement.
About You - You are an experienced infrastructure leader with a degree in Civil Engineering or a relevant discipline and at least five years' experience managing roading activities. You bring strong road engineering knowledge, commercial judgement and proven capability in budget management, contract oversight, road safety and local government requirements. You have successfully led staff, contractors and consultants, and can balance day-to-day operational demands with long-term network planning and asset stewardship. A confident communicator and relationship builder, you provide trusted advice, negotiate effectively and navigate challenging situations while maintaining a clear focus on customers and community outcomes. Most importantly, you are passionate about developing people, building collaboration, creating a culture of high performance and delivering infrastructure solutions that make a meaningful difference to the communities you serve. Experience preparing Waka Kotahi NZ Transport Agency funding applications and Chartered Professional Engineer (CPEng) status would be advantageous.
